It likewise seems the NPC driving AI in CyberPunk is seriously lacking to the point of nonexistence, indeed NPC cars and trucks are generally on a static linear ‘rails’ system … which in regards to “AI” is behind even that of GTAIII from years ago …

That’s an AI that establishes a driving model for the players automobile, not the GTA V npc’s, which I guarantee you also use mundane pathfinding to operate. Cars in this world aren’t persistent items, they are packed and unloaded dynamically to produce the illusion that the world is populated.
Where GTA V varies is that there are different conditions these cars and trucks can be in resulting in interesting interactions when they are let loose, like automobile accidents, police chases, ect.
